Extras to look out for

Yes, you can get a basic package for three or four dollars a month. I would strongly advise you beef that up a bit to get your pages loading faster. A CDN is nearly essential, and getting SSD drives is awesome. If you can afford it in any way, do it! You'll be really glad you did.

Another thing: I love to use the BASH shell - it makes things really easy if you know how. Just simple untars and wgets can be invaluable, and making changes to files with nano is so much simpler than FTP. So if you can get SSH access with your package, it is certainly worth a bit too. Of course, now you can SFTP too.
